(Victorville)– Weather experts say an El Nino condition has formed in the Pacific Ocean and they are predicting large storms to hit Southern California this Winter. The High Desert has always been prone to flooding. If the El Nino weather patterns come as predicted, many areas of the Victor Valley could be threatened by rising waters and flash flooding.
