(Hesperia)– The Residential Truck Parking Permit Program is a program designed to continue to allow residents to park their commercial vehicle at their residential or agricultural property, maintaining the number they are allowed today, provided they register with the City of Hesperia, and obtain a parking permit for each vehicle by July 22, 2021.

There are enforceable truck routes within the City Limits. Operators must take the shortest route from a truck route to their destination, even if parking with a valid permit.

Who is Required to Register
Any person who wants to park a commercial vehicle or truck, defined as any vehicle over a Gross Vehicle Weight (GVW) of 14,000 lbs. is required to register with the City, allow for a brief inspection of the property to ensure there is ample room to park safely within the confines of the code, and receive a parking permit for each vehicle.

You can find the GVW of you vehicle on the vehicles registration from the Department of Motor Vehicles.
What is the cost of the Permit?
The program fees of $1,000 per commercial vehicle (defined as one tractor and one trailer or one set of double trailers) will be used to fund staff to administer the program ($200) and the remainder will be used to pave residential roads which age due to use by commercial vehicles. A business license will also be required.
I can currently park up to six vehicles on my property, will that change?
If a property is properly registered and receives permits for each vehicle by July 22, 2021 they will be allowed to continue to park the same number of vehicles the code currently allows. This allowance does not extend to the property, but only the operator and their vehicle. Should ownership change, or the owner-operator no longer reside at the property, the new rules will take effect.
It is also important to note that during the property inspection all commercial vehicles must be parked in accordance with the Municipal Code including requirements for parking out of setbacks, or prohibition of parking in front or side yards as applicable.
What happens if I have violations during my inspection?
If violations are noted during your inspection, the Code Enforcement Officer will issue you a notice listing the violations and provide time to correct them. If there are violations that you cannot fix, such as not being able to park out of setbacks, you may have to adjust where you park your commercial vehicle or find alternate means of storing it.
What happens if I don’t register or sell my property?
Truck operators or owners who do not register by July 22, 2021 will be allowed only 2 commercial vehicles per property regardless of acreage, with a minimum required lot size of one acre as opposed to the current 18,000 sq. ft. Truck owners and operators are encouraged to register with the City to avoid this reduction in number of allowed vehicles and to avoid any penalties or fines for failure to register.
It is important to note that registering in a timely manner does not extend to the property, only the operator and their permitted vehicles. Upon sale of the property, or if the operator no longer resides and stores or parks commercial vehicles at the property, the new zoning regulations will take effect and the number of vehicles allowed reduced, and the lot size required increased.
I am allowed to park commercial vehicles on my property, can I register in order to lease or rent my empty land to truck drivers?
